B1 process no different for special events (Olympics, World Cup, etc.)?

Even when an international event like Olympics, World Cup, etc. is scheduled to be held on US soil, it doesn't mean US embassies will be any more lenient on issuing B1 visas especially under the current administration. Right?

Trying to get an idea for a partner of 4.5 years who lives overseas. Of course, I'm a US-born citizen myself. She has a steady job and we've traveled to couple other countries before. Although a friend also in another country who's also well off and well travelled told me his B1 application got denied few months ago.
 
On the plus side of lower participation - ticket prices might be lower...

If going to WC matches, I'd personally opt for those in Mexico or Canada. I wouldn't encourage anyone to visit the US at this point in time. Just me.
 
World Cup events tend to exhibit or exacerbate violent tendencies of certain people inclined to perpetrate acts of violence on unsuspecting, peaceful patrons.

I've never attended any such events, but I've read about the violence exhibited on unsuspecting peaceful folks.
