barking in agricultural area

I am being harrased by local police officers, but that is a different story. Yesterday I recieved a ticket for barking dogs but I am zoned for agriculture. I have had this family farm for 30 years. I also recieved a ticket last week for nusance smell from my pigs, yet the health department never came out. Can I be issued these tickets if I am zoned for agriculture?
