Brother/Tenant won't pay rent

I bought a house in July of 2006 and my brother moved in with me at that time with the expectation that when he found a job he'd start paying rent. Its 3.5 years later, he still hasn't found a job with more than 15 hours a week (isn't looking) and won't pay rent or any bills.
I am moving and want to rent out my house to tenants that will pay rent. If he refuses to leave and doesn't start paying bills/rent what are my options for removing him from the house?

I also did not have him sign a lease... big mistake I realize...

You must first serve him with a letter to quit or vacate the premises.

If he refuses, you'll have to take him to court and have a judge evict him!

Lease or not, the process for removing him is the same. The sooner you begin the eviction process the sooner you can get him out. You could get yourself in trouble if you cut utilities services even if he isn't paying the bill. However, I am certain you can find other ways to make living there very inconvenient, such as not stocking the refrigerator, removing light bulbs, toilet paper, etc... make him pay for his own stuff if he wants to stay.
