Dog dispute

I am wondering if my mother-in-law has legal grounds to sue a dog breeder over the following events.
1. 2 purebred English mastiffs were purchased via check for $900
2. 2 days later, my mother had a massive allergy attack and had to return the dogs.
3. The breeder was unable to provide a full refund, so verbally agreed to provide either the $900 or return the puppies in 1 week's time.
4. To compensate for the inconvenience, my mother provided enough food and supplies to care for the puppies for the week.
5. At the end of the week's time, the breeder stated that they would be keeping one dog and could sell the 2nd one for $300, so my mother would be refunded $300.
6. My mother refused, restating what as agreed upon and stated that if they could not provide the $900, she wanted the puppies back as she had found 2 buyers to cover the price.
7. The breeder agreed to return the puppies the next day.
8. The breeder did not arrive at the appointed time with the puppies and would not answer phone calls from my mother.
9. My mother called from a different phone number and the breeder stated that my mother would not be getting any refund or the puppies.

At this point in time, my mother has paid $900 for 2 akc certified mastiffs and has a cancelled check that shows all of this information, but she does not have the dogs nor has she been refunded.
 
Nobody will be able to enforce the verbal agreements made. If you go to small claims you may likely get a judgment for the amount paid, but may have to jump through additional hoops if the breeder is stubborn and won't pay up.
 
Thank you. I knew nothing could be done about the verbal contract, but that seemed to be the biggest sticking point for both parties. Thank you for your input.
