Good father being denied

My brother has been paying child support for his two children for about a year. He and and girl were never married and it was her decision to take him to court for child support, and while in court she received everything that she asked for. He has always been close to his kids, and he would keep them at least three days out of the week. In Novemberr of 2007, she moved from Alabama, where the two of them live, to North Carolina to stay with her parents. Since she has been there, she has began to say that he has to come to North Carolina in order to see them, and she refuses to let him keep them for even a short period of time. She has even went so far as to tell him that he cannot keep them until he pays her more money, even though she is receiving all of the money she requested in court. He has even frequently given her additional money to take care of whatever other needs the kids might have had, and yet she is always complaining about wanting more. What must he do in order to have visitation rights, and what are his rights as a father paying child support?
 
He does not have to give her any money over and above CS. He needs to grow a backbone to her. Also if she moved out of state he can dispute the move, and force mom to pay for transporation, and get an updated visitation agreement. There is no reason why she should be allowed to force him to do all the travel. Alabama should still have jurisdiction. 6 months has already passed so your brother should file contempt ASAP.
