Kitchen Disaster

We bought a home four months ago in California. The kitchen tile counters are loose so we called a contractor to inspect. He said that the person who installed the counters and floors did everything very wrong, nothing is to code and that our kitchen is a major disaster. He suggested that I find out who did the work, get his license number and go after him. We found out that the person that we bought the house from had a "Handyman" business (unlicensed) and he did the work himself. Our home warranty policy doesn't cover this. Do we have any recourse against this man's shoddy work?
 
Update: It turns out that the owner of the house was the wife. When any work needed to be done, she "hired" her husband and paid him through his business. Actually, I'm not 100% positive that they were married, since they have different last names. The pre-sale home inspection report did not disclose any problems.
