Leaving country - surcharge payment

I got a surcharge ticket last year . Paid it for lat year. Now I am leaving this country . Same surcharge notification has come back for this year as well and it would come next year as well .

Do I have to pay surcharge even when I am leaving country . I am not from this country and don't know when I would come back , at least not for next 2 years

Yes, governments all over the planet are scamming tourists and visitors with these EXIT fees.

No, you don't have to pay, but then you won't be allowed to leave.
