My former employer has not paid into UI - New York

My last employer has never paid into UI, so when I filed for UI, the claim is being delayed because they are investigating the situation.
How long can I expect for this to take? I filed the first week in November and the UI office won't give me any idea on how long it might be until the matter is resolved.
They also stated that the employer is not sending any of the requested paperwork.
My former employer is pretty useless.

There is no possible way for us to guess how long the process will take. It depends on many variable factors including how backed up the UI office in question is, among others.

They CAN. Whether they WILL or not, I can't say.
