Pet "fees", rental in NE, landlord in CO

I am in Nebraska, the (proposed) landlord is in CO. Rent would be $675 per month, security deposit apparently is $700, pet fee(s) $200 per pet.

I don't know what state to go by when reading up about this .. Colorado or Nebraska.
 
Nebraska, because the landlord can't enforce laws on a tenant from a state where they do not live.

Not sure exactly what laws you want to look up. If it has to do with the pet deposit or anything else you don't like, being it is a "proposed" landlord, don't rent from that person. Honestly, I have heard of a lot higher pet deposits before. I actually paid $500 just to have one cat a while back. You don't have to rent from this person, nor pay any fees they want to charge. They can charge whatever they want, you get to decide if you want to pay it or look for a different place.
