Put on paid leave now asked not to return to work

My husband works in the petroleum industry. There are a alot of regulations that have to been followed as far as the biproducts that are produced. In July of last year my husband voiced his concerns about health and safty issues to the owner of the plant. Last week the manager of the plant was doing things that according to the laws of the state of Arizona were illeagal. My husband again voiced this to the owner on Friday of last week. The plant manager found out of the weekend that my husband was going to "tell" and when he went to work Monday morning the manager asked for his company cell phone and asked him to leave the property as he was 5 mins late for work. In the 6 years that my husband has worked there he has never been written up for anything and has always done his just very well. After the manager refused to call the owner my husband went to a friends house and called. The owner put him on a weeks paid leave and asked him to return as normal on Monday the 25th of Feb. We have this in writting by the owner. Then the owner flew to our hometown and had a meeting with my husband and asked him to bring a list of everything that was going on. The owner then asked my husband who typed the list for him and and told that the only person beside himself that knew about all the problems was me his wife. Yesterday the owner went to the plant and called my husband and asked if there was anything else that he should know and that was at noon. 6pm last night my husband got a text on my phone and told him that it had been a long day and they would talk on Monday. So my husband texted back, I am suppose to go to work as requested on Monday and do I need to worry about backlash from anyone? He respsonded No, no work on Monday.

Questions:

Should we do the same thing we did before and get this in writting? Seems to me that my husband is about to get fired for doing the right thing.

Isnt there laws protecting my husband from his employer from firing him for following the law?

Is it me or does it look really bad that they put him on paid leave and not are saying see ya later after, well for all other purposes "Blowing the Whistle" ?
