I have been having issues with management lying to HR about uprising issues. Can I, by law, be wronged for recording a personal meeting with my manager?

In your state, yes. CA law requires that all parties consent to a recording. You would be in violation of the law by recording a meeting without the knowledge and consent of all parties.

Concur with cbg. In Ca. all party consent is required for an audio recording.
