What does your lease say about complaints? Have you followed the procedure in your lease? How long has it been since you notified the landlord? Has the landlord made any attempt to fix the problem?
If you withhold the rent you can give the landlord cause to evict you. Usually it is not a good idea, but can be done under the right conditions.
It is far easier to give notice and move to a better location.

Describe the "substandard living conditions" and the extent to which you've sought to remediate those conditions. It would also be helpful if you explained why you don't simply move.
