i live in ohio i asked landlord to fix a drain her respond was it was not my fault and now she wants me to pay property taxes is this legal? please help thank-you

Read your lease, you are only responsible for doing what you've agreed to do in the lease!
I don't think that requires you to pay the landlord's property taxes.
I wouldn't comment about NOT paying her property taxes (no need to kick a hornet's nest).

But, if comment you must, I'd say something like this: "Madam, I see no mention of me agreeing to pay your property taxes in our lease. I'm only required to pay you $XXX every month on the first of the month. It would seem the property taxes are YOUR responsibility. By the way, here's your rent (or you can expect your rent to be paid PROMPTLY on the 1st of March!"

Give the landlord written notice of the drain problem along with your next rent payment.
