I recently resigned due to fear of failure of a drug test that i was told to take after employment and was not in the original employment contract. Can the employer release information as to why i resigned after the fact, but before they had any results?

There's nothing stopping the employer from sharing the reason why you resigned.

Agree, they can release any information that is true or they believe to be true re your reason to resign.

Short answer - yes.
Longer answer - the law rarely if ever prohibits an employer from releasing truthful information about an employee. The reason you resigned is true, regardless of the results of the test.
