Sure they can.
Sealed records don't mean that no one will ever see what was adjudicated or transpired in the past.
Usually government entities have no trouble using anything that may have been forgiven in your past.
The one exception is an executive pardon.
Other than a pardon, most things are fair game.
So, expect the gates of Hades to open and all that crap is gonna pour out.
The message here is, don't do no stuff, if you don't wanna hear about no stuff.
