I missed my court date i forgot about a speeding ticket they mailed me a letter it said I missed my court date so i paid it in full in 2012 now I get a letter 2 years latter saying I owe a fine of 650 bucks I never knew the judge issued a fine till now. it was in Houston tx. the cop said I was doing 46mph in a 35.

I suggest you investigate the party trying to collect the money.
If its a government agency, you'd be wise to pay it.
In these cases people usually get their licenses revoked and their vehicle registrations stripped.
Its also almost impossible to obtain auto insurance if these kinds of things are left unpaid.
It best to investigate and pay up, otherwise, it gets worse.
