I park in a car park which is used for both public and staff. It is owned by the local council. They have janitors that have been instructed to put a4 stickers on the glass of the car if you park outwith a parking bay at all. The stickers are very difficult to remove can they legally do this to staff and public cars

Don't park where you're not supposed to and you'll never have to address the question.

Meantime, there are plenty of guides online on how to remove the stickers. Google is your friend.
