Unclear Plates

I was pulled over the other day for speeding(just a bit over the limit). The cop said I had a clear license and did not give me a speeding ticket and let me off with a ticket for unclear plates. This happened in New Jersey and my car is registered in Connecticut. I have a black plastic frame around my license that was put on by the dealer and never thought to take off because it is not illegal in CT. Also, it does not cover up any words on the plate itself. What I am trying to ask is if a NJ cop is allowed to ticket an out of state vehicle for unclear plates when it is not illegal in the state the plates are registered in?
 
Yes the officer can issue the citation for an out of state plate.
If the frame does not actually obstruct ANY wording on the plate, including the state name, you may have a bad citation. You can either pay the fine and be done with it or fight the citation and provide photos of the plate.
