Landlord has a key still to rentable properity. This I was under the impression to complete unfinised work, that SHOULD have been completed by Dec 1, 2010. Here it is Dec 8, 2010 and the work is still incomplete and what was done is still unsafe. I have a three part question Can I legally change the locks and have a certified person complete the work and deduct it from my rent ?

If you feel the landlord owes you money over rent, deposit, or for unsafe conditions, you can resolve your problem in court. There are circumstances where you can withhold rent, but there is a very strict process to be followed, and you clearly have not gone through the proper motions.
