In Florida, money was paid to registry of court for deceased spouse (about $13k); how can surviving spouse obtain the funds?

In a Florida civil case, funds were paid by a defendant into the registry of the court to pay a claim in a civil case to a person who is now deceased (3 years ago), and the amount is about $13,000. Surviving spouse wants to have the circuit court clerk pay out the funds to him, as widower. There is no Estate and the deceased had no real estate or money.

Everybody has an "estate" even if it's just a few items of personal property.

In fact, that money is his late wife's estate. He is likely to have to apply to be appointed representative of her estate and use Florida's small estate process.
