    First off - she needs to stop shoplifting. She should go to court & plead not guilty. Since she has no income, she should ask for a public defender & discuss with him/her what her options are.

    Generally your employer would need a "writ of garnishment" (court order) to garnish your wages. I would find out what your employer has.

    Is there no law in your area re maximum # of dogs an individual can have? Did you talk to anyone at fostering agency? Can you put up your own fence?
