I am not sure but it definately would be civil. Maybe sue her for the amounts of the checks since you can't get her to sign and are out the money. Maybe a threat of a suit will get her to sign.

The court would not have independently checked for a tax lien. It is the party's responsibility to disclose the information to the court. The court can reconsider the terms of the divorce agreement so have your lawyer file a motion on your behalf.

Did you sign over the notes officially to this young man? Do you have any agreement in writing? If no and no then there is nothing you can do short of taking him to court. Even then with no proof of the agreement you may not win.
