The affected person called to inform the "collection agent" the matter of the set aside. They informed her that they would need a copy of such minutes and that she would still probably have to pay some or most of the bail.

If not, you are wasting your time.
Still, it would not be a bad idea to get a judgment in your lawsuit. You never know, he may have money or property one of these days.
Your choices are either get a lawyer and spend a lot of your inheritance on lawyer fees
OR
Wait until you are 25
OR
Get a loan using your inheritance as collateral.
Can they do that if repairs are in the process of being made what are my rights? How long do I have to make the repairs?
These are questions you need to be asking the folks who condemned the house.
Also, it could be for other reasons: urban renewal, new highway, etc.
