There is no limitation.
The only way she can clear it up is through the courts from the State that has a warrant against her. She lives over 1000 miles away? Tough luck. . .
I think what you are doing so far is great! You might want to get a sponsor, and they can go on your behalf at sentencing to the Judge.
The fact they let you off on a PR bond may indicate they won't be that harsh to you as long as you comply with the required drug testing, etc.
I'm not sure about VA, but the problem is, it isn't in the court's hands anymore, it's in the hands of an administrative Judge for an institution such as the Secretary of State's. . .

As far as PA goes, they won't grant her an unrestricted license because the States all honor each other's decisions, in that you need a clean license in VA in order to get a clean license in any of the other States.

I don't know about Texas, but in some states an MIP is now a misdemeanor, so perhaps you could try to reduce it to a civil infraction, like "open container."
