I'm not sure about VA, but the problem is, it isn't in the court's hands anymore, it's in the hands of an administrative Judge for an institution such as the Secretary of State's. . . Is that the case?

As far as PA goes, they won't grant her an unrestricted license because the States all honor each other's decisions, in that you need a clean license in VA in order to get a clean license in any of the other States.

I agree with Mightymoose on this. I don't know about Texas, but in some states an MIP is now a misdemeanor, so perhaps you could try to reduce it to a civil infraction, like "open container."

A lot depends on your geography. Also, if you have a previous record. You might end up with probation, etc.
