A friend bought some food with Snap benefits and sold some of it for $10(no foodstamps were sold just a bit of food bought with them). He told a cop this and the cop said it was fraud, and that a arrest warrant will be issued. Is it illegal to sell food bought with SNAP benefits? And why would the cop not simply arrest the person right there?

Yes, it is fraud. The police will handle as they see fit.
 
This is actually one of those crimes that is very rarely acted upon. Most stores who accept SNAP cards don't actually store records of what is bought with each card; proving that the goods were purchased via SNAP versus a spare $10 the person had lying around may prove to be impossible.

That, and we're not talking $500 here. As bad as it sounds, the State just doesn't have the money or the inclination to go after someone for $10.

Now if it was actually the SNAP card being sold it would be a completely different matter.
