Criminal Records, Expungement Adjudication withheld

with the florida food stamp program.... It asks if convicted of drug trafficking felony. I was charged 3rd degree felony possesion and adjudication withheld. so what does the adjudication withheld mean? this was 13 years ago when this happened. i was given 5 yr probation and was released early with no violations.
