My jurisdiction is: IL, USA
I have a "friend" that purchased a car off of me. I was letting him make interest free payments to me and he just stopped paying me. I've been contacting him through the internet and he "says" he moved out of state and just keeps putting me off. I asked him exactly when he will have money and he just keeps prolonging it. I have kept all the conversations we had where he admits he owes the money. I also have the title and I am lienholder on the title. It is registered in his name. Can I contact the military about this or do I just have to file a lawsuit?
