Hello,

I am writing a screenplay and would like to know if it is illegal in New York state to amputate someone's leg even with their permission if they do not have health insurance. The person's leg turns to gangrene due to diabetes.

I worked for a major health insurance company for five years back in the 90's.

No law in any state bases the legality of a medical procedure on whether or not the individual has health insurance. That is a completely separate issue. The insurance carrier does not give the doctor/hospital/patient permission to do/have a medical procedure; they simply indicate whether they will or will not pay for it. You're not going to find a law in any state that says it's illegal to have a medical procedure done if you don't have health insurance. That's not the way the law works.
