annoying neighbor

Hi, My question is there is this house on my block and these people just moved in. it is a single family home and there is about 15 people living in the home and im sure at least 3 different families living there. i would like to know what i can do to report these people?

I assume it is a rental?

You have to prove that all of these people actually live there and that they are not just temp. guests.

You can try calling your city and complaining? Perhaps they have a phone number that handles these complaints.
