Applicant Fee

I have Applicant A who already paid $30 for background and credit check.
Applicant A needs a cosigner Applicant B. I want to check credit and background for Applicant B.

BUT...Applicant A sent me a check of$30 for Applicant B credit and background check...SO Applicant sent me a total of $60 and not $30. Applicant B sent nothing.

Should it be Applicant B who should pay for his own background and credit check?
Is it illegal to have two charges for Applicant A ($60)?

I don't know about California law but if A wants to pay for B's expenses and B is doing A a favor, why on earth would it be illegal? I think it's fine. Do you analyze everything this hard?
