First off,,, is a statute and an act the same thing?

Does our legal system provide any way for a pro se challenge to a Federal Act?
 
This OP has been posting many questions which seem "hypothetical" or homework. (not actual "problems" OP has)

No, you don't challenge a law by suing the state/country.

You petition your congressperson, your state senator, and go from there.

Trying to sue the US Government is a monumentally stupid thing to try - if for no other reason that you'll spend thousands of dollars getting nowhere fast.
 
You're free to pony up the dosh in order to pay a 1L or an attorney to answer your questions.
