my friend was arrested for assault by the city after a bar fight. witnesses say they saw him punch a guy even though there were about 20 people on 4 of us. Right now he is being held at jail with bail set at $4500 cash. The city won't let us bail him out unless we pay in full because he is out of state residence, he's active duty military. Is there anything around this? He also isn't allowed visitors for another day. I was under the impression you must be allowed a visitor within 24 hours. Any clarification would help!

(he has no prior record whatsoever)

That's what happens after a bar fight - the cops come and arrest people.

Maybe he can make a justification defense at trial and argue "self defense". On the other hand, if the 20 people were mostly watching, or were tryin to break up a fight he had started or was a willing participant of, then that argument might fall flat.

I doubt that the city is holding him, I suspect it is the county jail. Though there are some states and jurisdictions that do utilize city jails, so, maybe ...

If asking nicely for him to be released has not worked, then he will have to wait for his arraignment date and then plead to the court to let him out on his own recognizance.

I have never heard of any state that has such a law, but I suppose it is possible. Absent your finding some law that mandates this, the jail is able to operate the way it does. You can always hire him an attorney and they will have to make him available to the attorney.
