Aunt Visitation Rights

Would I be able to obtain aunt visitation rights for my two young nieces? I have two nieces who currently live with their maternal grandfather and his wife. Their maternal grandmother is deceased. Their mother is incarcerated and their father (my brother) isn't fit to take care of them. I am wondering if I could have aunt visitation rights to them. I have been an active part of their lives since they were born and I sometimes fear that their grandparents will try to hold them from me and I don't want that to happen. Their grandparents do an okay job of raising them but there are a lot of things that they do that isn't great or in the best interest of the children. Like not having them take a shower for over a week. They also have a bad track record with raising their own children and I fear that my nieces will go down the same paths as their kids did; a life of drugs and incarceration. I hope to eventually obtain guardianship or joint custody with them. But I'd like to start with visitation rights so I can further establish myself. Will I be able to do that?
