Backbilled $3,000.00 Dollars

Thanks for reading up on this, I have no idea what to do in this situation, but here it is and any advice would be greatly appreciated. Just today I received a call from Ohio Edison (my electric company). They indicated that I had been receiving the wrong electric bill for the past 2 years. They stated that what had happened was that I was being billed for the vacant apartment next to me and that the vacant apartment was receiving my electricity bill. This is my first apartment (and electric bill) and I don't use that much electricity so I figured this was a legit bill.

I guess the corporation (Universal Development), noticed their vacant apartments electric was high... What I don't understand is that it had been going on for two years, unnoticed. Now Ohio Edison called me today and told me that I am responsible for 3,000.00 dollars. I just graduated from college and I have law school coming up, I'm broke and I don't have any idea on the type of action I should take. Can they lawfully just tack $3,000.00 onto my electric bill and tell me I'm responsible for it? They did offer me payment plans, the lady on the phone stated that she would be willing to set up a 12 month bill plan. With a 12 month bill plan that still puts me at $250.00 a month. No college graduate and soon to be law student has that kind of money to be shelling out for the next year on top of everything else. I told them my situation and they said they could try to extend the payment plan but are unaware if it will be approved or not. I talked to the lady for a while and it seemed to me that they were not going to go anything above 18 months.

Personally, I'm stuck, and I find this ridiculous that they can just slap someone with a bill like that when it was not even my fault. So if any of you guys out there are experienced in this matter I would greatly appreciate some help because this shot me down big time right before I start law school.

Sorry to add in at the end, but I decided to look at my bill one more time. The apartment next to me hasn't been vacant for all 2 years. People have been moving in and out of it during that time. I was responsible for paying their bills too.

If you refuse to pay the bill your credit will be adversely affected, and you will not be able to get service. I suggest contacting your state consumer agency and explaining the situation. Common sense says that unless you intentionally mislead the company then you should not be held accountable. Nevertheless, you should have to pay for what electricity you used, so it's not clear what will come out of this if it goes to a court should the company try to get a judgment.
 
I would contact your State Consumer Agency and telling them what is going on. It doesn't seem to me that you should have to pay for the 2 year mistake...shouldn't they have noticed like a year and 10 months ago? It doesn't take a company 2 years to notice that...
