As a responsible tenant I have informed to apartment manager that I found bed bugs in apartment. She came and told me that we need to do Extermination of your apartment and 4 more apartments top, bottom, right and left. It is Connecticut law and I have to pay the whole cost. I have checked my lease and it is not mentioned in that. Can you please help. Many thanks in advance.

Your landlord may be trying to bamboozle you.

According to CT state tenant-landlord law, which is very tenant friendly unlike most states, the landlord bears the responsibility GENERALLY for remediating pest and vermin.

However, by written agreement, such responsibility can be transferred to the tenant. I suggest you THOUROUGHLY, CAREFULLY, COMPLETELY read your lease. See if you, or the landlord is responsible for pest control. If you don't see such responsibility being transferred to you, it's the landlord's responsibility.

You might need to speak with legal aid, someone in city government, or a lawyer.

If you don't have a copy of your lease then your landlord should be able to provide a copy.
In reviewing the lease also note instructions about notifying the landlord of problems. Usually there is language that it must be done in writing. If not done as required by the lease the landlord may not be compelled to do anything at all.
