blackmailed

My jurisdiction is: ontario,canada

I am being blackmailed by a woman who threatens to send embarrassing sexual photos of me, and perhaps correspondence, to family members (siblings, friends, I am not married). She lives in Canada, I live in Wisconsin in the USA. I paid the blackmail 6 weeks ago when she first threatened me; I paid it as she directed, thru her florist business, her cover being that it was payment for floral centerpieces. I do have the series of e-mails from her which would seem to make clear her intentions, though in her threats she doesn't use the word "blackmail", but instead talked of "receiving payment for the centerpieces", or "if I preferred she could send a mass mailing of the media package she created from our time together", etc.
Now she has resurfaced, threatening to send the mailing again unless I contact her. Any potential action I could take seems complicated by the fact that I am overseas in the Middle East for the next few months.
i will not make the mistake of caving and paying again. But I wonder how I should set about stopping her. Should I contact Ontario police? Wisconsin police? Do I have to wait until she actually sends the materials before I can make an official complaint? And as I am naive about dealing with police, do they accept complaints from afar by e-mail or phone, rather than in person?
