Consumer Law, Warranties breach of oral contract?

I own my neighbor rents his landlord and I agreed that he would help me pay for replacing the fence along our property line we agreed he (the landlord) would be responsible for $400 after I replaced the fence he refuses to pay me I know he can easily afford it now he wont answer my phone calls it has been four months on top of that my neighbors dogs have damaged the new fence what can I do?

Send him a note documenting the agreement and also a demand for the entire repair of the fence damaged by the neighbor's dog. Send it via a certified mail method. If he doesn't pay, take him to small claims court. Just remember that you have a relationship with your next door neighbor so the demand letter you send might want to be worded along the lines of asking him not to make you do what you need to do, hoping to work it out amicably and fairly, etc. Just my thoughts... good luck.
