break lease for safety

can you break a lease for safety? my wife is harassed almost everyday when she comes home by people yelling and stuff, and we have even had two guys come knock on our door to try to talk to her, these are just guys off the street. i am worried for her safety because all of this happens before i get home from work, we called the police but they said there is nothing they can do unless a crime has been commited.
can we break a lease for this?

This question was addresed in another thread. The Landlord is not repsonsible for the action of others. This is not a breach therefore you cannot break your lease without facing very stiff penalties
