Bridesmaids dress rental

My sister went to a local dress shop and picked out her bridesmaids dresses. She did not sign any contract or pay the lady any money. The owner of the shop told her to have each bridesmaid come in and get measured for their dress. Upon each girl going to the shop, the owner made a ticket for each girl renting a dress, with their name only and the amount owed for the dress rental. Each girl gave a deposit on the dress rental. My sister has called off the wedding six days before it was to take place. The shop owner told my sister that she was responsible for the remainder of the rental on the dresses. Should my sister pay this? I would think since each girl had a ticket made in their own name and paid the deposit, that each girl would still be responsible for the remainder of the rental. As I stated, my sister did not have any contract with the shop owner and never gave her any money up front for any of the dresses.
