Business sent bill 1.5 years after work done

i had a tree company come in and cut trees down for me in February 2007. i have a signed quote from the business owner for $1800 of work. during the work i added more, which brought the total up to $2800. there was no paperwork showing the additional work, it was verbal. i tried for 2 weeks to pay the owner for the work, and he continually neglected to come by my house to pick up the money or to send me a bill. he finally sent me a bill a week ago (1 1/2 years after the work was completed). am i responsible for paying this bill? i live in virginia.

Yes you are responsible. You do not have to pay interest on his money that you had use of, however.
