Cal Civ Code 1946.1 - sunset date

I have a question about the repeal date on Cal Civ Code 1946.1. As of now, if no other bill is passed that extends or eliminates that date then that code section is repealed on January 1, 2006. My question is - what does it fall back on - what becomes the rule? Right now the rule is that a landlord must give a tenant 60 days notice to terminate the tenancy if the tenant has been living in the unit for one year or more. But what does the rule become if 1946.1 is repealed in January?

I doubt that there will be retroactive application. That still makes little difference and may extend a lease an extra 30 days.
