Can a landlord take rented property off the market instead of making repairs?

I have a friend who lives in a dwelling unit that's not code-compliant. If the landlord decides to stop renting the unit instead of making the necessary repairs, does my friend have any recourse?

Do you mean stop renting to your friend like in kicking him out or do you mean not renting to anybody else in the future?

I suggest you have your friend come to this site and post details of his situation so that we aren't getting second hand misinformation from a messenger.
