Can ebay fine us or sue us if they catch us opening another account

I got suspended from ebay for leaving to many negative feedbacks..
Then I used my friends ebay and ebay suspended him saying I am linked to his acct. Maybe used same phone number. Whatever. That was not fair.

So, I am getting ready to open another ebay acct with a.new paypal and new everything but my name. I cannot change me legal name and I wont.

So, question is, could ebay sue me? Can they
fine me?

Or would they just block me again?

You have no right to have an eBay account. They will keep shutting you down. It's obvious they don't want you on their site. All you can do is find another place to purvey/purchase your goods.

You could eventually get blocked again.
Maybe if you do get a working account, you just buy the junk you want, enjoy it, and chill.
If you keep doing what you've been doing, you'll keep getting chimp slapped by eBay.

They can't sue you, all they would do is just suspend you since you created another account under the same or similar details. They would also catch you with same cookies & IP. If you plan to get back on, you would need a complete make-over.
