Can Hawaii School deny student FREE lunch?

Can Hawaii public school deny student their FREE(already paid for) lunch if student has no picture ID which it states in school policy? We never signed paper acknowledging we abide by school rules. And I never consented to school taking my sons picture in the first place. Does that comply with State and/or Federal laws?
 
The school can indeed set criteria which must be met or the student forfeits "lunch suspension".

The cards apparently confirm whether or not the student is qualified; lack of ID card generally does lead to a (legal) lunch suspension.
 
You need to get your son a picture ID.
 
Or, you as a parent/guardian can BUY the child HIS/HER lunch using YOUR own money; effectively telling the school to leave you alone, because you can afford to pay your own way, and don't need to abide by their SILLY rules.

Otherwise, let the school take the kid's picture and he gets the FREE (taxpayer funded) lunches.

If you observe a religion that requires you to AVOID having your picture taken, send the school a letter telling them you object to the picture policy on the grounds that your religion requires you to avoid taking images of yourself and your children.

The school will either discuss it with you, and you repeat the same thing, eventually the kid will be given an ID card with a picture of the school mascot, or the words: NO PICTURE REQUIRED DUE TO RELIGIOUS OBJECTION.

SHEESH.....
