Can I be issued an equipment violation while not even moving?

I was driving along in my village when I was at a stop sign. I made the left at the four way stop sign as I saw a police officer make the right to come onto the street I was coming from. I drove about 25 feet down the street before having the feeling he was going to turn around and pull me over. I pull over to the side of the road and put the vehicle in Park. Sure enough, the officer makes a U-turn on that block, and comes screetching down behind me. He then procedes to turn on his flashing lights. He approaches my Vehicle (2004 Cadillac DTS) and asks for lic; reg, ins. I was with my younger brother. The officer takes a look to see if I'm wearing my seatbelt - which I am. Then my brother asks him why we were being 'stopped'. The officer asked if he was wearing his seatbelt- which he was - then hessitates for a second, looks around at my car and says 'TINTED WINDOWS"! He then goes back to his car and comes back with a light meter which he then procedes to test the light-passage of each of my windows which were approx 17-18% ( technically illegal). He goes back to his car and writes me a ticket for the tinted windows - which he explains is 'just an equipment violation'. My question is: "can I be issued an equipment violation when I wasn't even 'pulled over' I was already parked on the side of the street!" Thanks in advance for any help.

A: Yes. That is why they call it a "non-moving violation".
