In the past I lived in Canada. I have just been served with papers in the United States for a small claim for services renerdered in Canada. Can they receive a judgement and collect from me in the US. What can they do? Can they put a lien on home, garnish my pay.

Where in Canada? The rule on suing foreign defendants varies by province. But in many cases, yes - if the dispute arose in the province, the claimant can sue in small claims in the province. Whether they can enforce it by way of garnishment etc. depends on what arrangements the plaintiff's province has with your state for enforcement of judgments. You should check with a local lawyer.
