Can I break lease if landlord did not provide a phone and cable ready unit?

I moved into my apartment on October 1, 2008 and signed a year lease. I had Verizon come to the apartment to hook-up phone and DSL. The apartment is a new building and instead of centralizing the wiring in the building they left it out back on the cable poles. Therefore, I needed to gain access to other units so the phone technician could hook up my unit. I received no help from the managment company to contact the tenants, therefore this was difficult to coordinate. However, after several attempts I was able to get a tenant who gave me access to their unit. Verizon then informed me that the wires in my unit were not active or shorted. The technician could get a live signal on the pole, however, not my unit. I informed the property manager and was told by the owner Verizon didn't know what they were doing. I had them come out two more times (which I paid to have technicians come out) and told the same thing, the wires in my unit were not active. One of the technicians did something that may or may not be correct, but he accessed another wire to give me dsl. I am able to get internet, but it may not work forever. Also, the phone line doesn't work given the wiring in my apt. I can't use the spilter.

I left it alone because I had internet. But now I am trying to get cable and the same problem. No access to other units and no help from the managment company. Then after 4 attempts with cable they are telling me the same thing Verizon did, no active wiring in my apt.

I called 311 to file a complaint, but was told phone and cable are luxuries that a landlord is not responsible for providing. My lease does not say anything other than giving me the numbers to contact cable and phone.

I am so tired dealing with the landlord and owner that I now just want to move and break my lease. There is still 7 months on the lease. I quit paying rent because in New York a tenant is allowed to not pay to force eviction and court hearing. I just want to move, I don't even care about getting anything taken care of. Can I break my lease by giving 30 day notice and not be financial responsible? Also, my communication with the managment company has only been verbal, nothing in writing.
