Can I charge interest?

Our neighbour borrowed money from us in September. She lied to us that her mother was in a hospital and she needed to get there, and so on. Later I found out that she's been borrowing money from other people in the same way, only she was saying her husband was in an accident, or her car broke, or similar. We asked for that money back and she kept saying she would give it back next week.
Well, she moved out and now we plan on taking her to small claims if we can locate her. Take my advice and don't give money to nobody. This is the second time I have to go to small claims and waste my time because people just take advantage of your kindness.
Does anybody know if i can charge interest for the 4 months she was holding our money and what percent (we live in NY)? Any advice will be greatly appreciated.:mad:
 
Unless interest was included in the original agreement and you can prove it, you cannit charge it.
