Security Deposit Can I charge the Tenant for removing large bushes and landscape?

Tenant did some minor repairs, maintenance, upkeep to the house.

Landscaping and Large Bushes issue
My tenant moved in 2 years ago and the house needed some work, mostly cosmetic, but some repairs with the deck, Tenant had offered to do them in exchange for a good rate on the rent and to entice me to accept their rental application.

However, I was surprise to notice that Tenant took the liberty to remove large flowery bushes that took about 25 years to grow to a wonderful size.

Can I charge the Tenant for removing large bushes and landscape?

Possibly. Did the lease address the issue?
Were the bushes removed in order to do any other repair?

Even if you do claim this damage, I don't expect the value of the damage you could claim here would be very significant.
