My boss has been lying to me and I'm at risk for losing my job over it because as of right now it's his word against mine. I just would like to have the meeting recorded for my records in case he once again changes his story. An hr representative will be there as well

Let's back up a second if you please?

1. Are you union?
2. What has prompted the meeting?

Are you asking if the law will permit you to record the meetings? Yes, in Texas you do not need to have the consent of all parties to legally tape.

However, if you are asking whether the law gives you a guaranteed right to tape the meetings so that there can be no possible repercussions, that's a different question with a different answer. Just because you can tape without violating any state statutes does not mean that you MUST be allowed to tape the session. If you tape without permission, you CAN be fired for it and it will be quite legal for them to do so. It is legal - it is not a right under the law.

Texas code 16.02 allows recording by a party or with the consent of one party, so long as there is no tortious or criminal intent.

However, as cbg noted, that doesn't mean there might not be repercussions for doing so.
